Dr. Bill Rivera is founder and principal at CSS-LUCAS. He holds a TS/SCI clearance.
Dr. Rivera is a Complexity Scientist, Master Resilience Engineer, Enterprise Architect, and Data Strategist providing real-world solutions to wicked problems. He has served as Strategic Adviser to the 1st Special Forces Operational Detachment-Delta, Senior Enterprise Architect and Strategic Designer for the Joint Special Operations Command, and as Senior Enterprise Architect to the U.S. Army Special Operations Command where he architected and designed Modernization efforts to include system optimization, resiliency, and automation. His background in Complex Adaptive Systems and Resilience Engineering give him the ability to think both strategically and operationally, which means producing implementation designs that are short-term practical and value-focused while also being long-term sustainable and adaptable.
Dr. Rivera has over 20 years in Agile project management. As a Complex Adaptive System engineer, he was deploying the features and function of agile development long before it became a common method. He has brought restaurants from ruin to financial success, managed research projects with teams over 50 in number, managed IT projects, as well as projects in other fields, using the Agile and Scrum frameworks. He holds certifications as a Scrum Master, Scrum Product Owner, and Scrum@Scale Practitioner. He is also certified in ITIL 4 Foundations.
Dr. Rivera is also an Iran expert having taught Iranian Grand Strategy and Strategic Influence courses at the National Defense University and NC Triangle Schools, given multiple private briefings to senior intelligence officials, and recently published a book on Iranian Strategic Influence, as well as various articles on Iran and Computational Modeling.
